Summary, notice description and lot information
The London Borough of Bromley is initiating a public procurement process for providing skills development and early intervention services for parents and their children across six Children and Family Centres and other related venues. This tender aims to enhance adult life skills with a focus on proactive skill-building and signposting to further educational courses, targeting specific needs in Bromley. It falls under the health and social work services category and is at the 'Tender' stage, with submissions accepted electronically until 29th September 2025.
The project is classified as a below-threshold open competition under a light-touch regime and preempts a contract that may commence on 1st April 2026 for an initial year, with potential extensions until 2030. This tender presents substantial growth opportunities for enterprises, especially for small and medium-sized enterprises (SMEs) and voluntary, community, and social enterprises (VCSEs), capable of providing innovative services locally. Businesses specialising in life skills, education, family support, and health and social work would find this procurement particularly suitable.
The flexible, ongoing nature of service delivery and the potential for a long-term contract allow for sustained partnership with the London Borough of Bromley, fostering community-focused service development compliant with Bromley's strategic priorities. The evaluation criterion will focus on the most advantageous tender, possibly splitting awards among multiple providers, further broadening participation opportunities.
It is anticipated that the Contract will commence on 01 April 2026 and be for an initial period of 1 year, with an option to extend on the same terms and conditions for up to 3 years on a 1+1+1+1 basis. The rationale for a contract award of 1+1+1+1 is due to the nature of the service; we require suppliers to be able to deliver specialised services locally across the borough and to be able to fully meet the changing needs of the early intervention and Public Health priorities and most importantly, the needs of the local community and the published priorities, and other Bromley council strategies. All provision will be reviewed on an annual basis to ensure activities/services remain responsive and are continuing to meet the needs of our local community.
