Southampton Early Advice and Support (SEAS) Service

The Southampton Early Advice and Support (SEAS) Service contract, led by Southampton City Council, has reached the award phase, with a completion notice published on 30th December 2025. This initiative, focused on early intervention and preventative health and care services through a community-focused, integrated approach, falls under the health and social work services category. The procurement process was conducted under a competitive flexible procedure, with COBALT SYSTEMS LTD and SOUTHAMPTON VOLUNTARY SERVICES participating as tenderers, the latter now pending award as the supplier.

The procurement method employed was selective, aligned with a legal basis established by the UKPGA 2023/54. The service is to commence from 1st April 2026, extending initially until 31st March 2033, with options for renewal. Key milestones include a standstill period ending on 12th January 2026, and an anticipated contract signature on 15th January 2026.
