Summary, notice description and lot information
Durham County Council conducted an open procurement method for the delivery of "Summer Holiday Activities with Healthy Food (2025)", aimed at children within County Durham, particularly those receiving benefits-related free school meals. The procurement process falls under the "below threshold - open competition" category, involving services classified under education and training. This project, completed as of 16 July 2025, leveraged DfE funding to focus on healthy eating, physical activities, and safeguarding among other areas.
The contract period spanned from 21 July to 2 September 2025, with potential extensions into further school holidays. Key businesses providing these services include Home on the Range Limited and others, each fulfilling active roles in their sectors, focusing primarily within the UKC14 region. These initiatives present a dynamic opportunity for businesses operating in education, health, and community service sectors, promoting potential growth through sustained partnerships with local government bodies.
SMEs, particularly those with an emphasis on education, healthy living, and community engagement, stand to benefit significantly. The tender requirements highlighted the importance of adherence to a framework of standards, making it ideal for organisations with robust policy implementation capabilities. Further opportunities could arise from future extensions, subject to successful delivery and potential new funding avenues, thus extending the scope for innovative contributions beyond the immediate contractual obligations.
Successful Providers' contracts, as delivered under the Summer 2025 holiday provision, may be extended/varied to cover delivery in the Christmas school holiday period. At the sole discretion of the Council, providers will be identified and approached for Christmas delivery, this is likely to be dependent on successful achievement from Summer 2025 delivery under this contract and Commissioners professional judgement. If Successful Providers meet the threshold that the Commissioner deems as successful delivery, they will be emailed a proposal form for completion for the next school holiday period. The same evaluation criteria will be applied to the subsequent proposals. There is also a possibility that DCC may acquire funding from different sources that may be used for main school holidays, half term holidays or funding for participants to attend that are not in receipt of Benefits-related Free School Meals. Where this is the case successful providers will be updated regarding the scope of delivery.
