Supported Housing & Floating Support for Homeless Households

Cornwall Council is currently in the planning stage of a procurement process for "Supported Housing & Floating Support for Homeless Households" within the health and social work services industry. This initiative is based in Truro, Cornwall, and is aimed at supporting homeless households, people at risk of homelessness, and rough sleepers. The current Empowering Independence contracts will expire on 31st March 2026, with new contracts set to commence in April 2026.

A soft market assessment is being conducted from 14th March 2025 to 14th April 2025 to gather feedback on the proposed specifications and KPIs for the new contract. This tender offers significant opportunities for growth to businesses engaged in supported accommodation and peripatetic support services. The new contract is divided into two lots: Lot 1 for Supported Accommodation, and Lot 2 for Countywide Floating Support.

Businesses specialising in social work services with and without accommodation are well-suited to compete for these contracts. The procurement aims to establish an Approved Provider Agreement (APA), fostering stable and long-term partnerships with providers willing to deliver high-quality support to vulnerable populations across Cornwall.
