Supported Living FPS

Rotherham Metropolitan Borough Council is seeking providers for its Supported Living Flexible Purchasing System, reference 22-129. The system covers three active lots: supported living for people with learning disabilities, supported living for autistic people, and future supported-living care and support needs that do not fit the first two lots. Lot 1 includes building-based provision with onsite 24-hour background staff support, while Lot 3 may cover specialist combinations of need.

The initial FPS period runs from 17 November 2023 to 16 November 2028 and may continue beyond that date subject to further Cabinet approval. The official structured notice records an estimated procurement value of £278,899,520, while the notice narrative explains that this is based on estimated annual expenditure multiplied over 20 years. It must not be treated as three additive lot values.

Applications are made through YORtender using project 59848. The current buyer portal gives a response deadline of 16 November 2028 at 23:59 UK time. Suppliers should read the current application documents and FPS rules before applying because detailed selection and performance conditions are held in those documents.
