Dudley Metropolitan Borough Council is in the planning stage for a new procurement process entitled "Supported Living Framework" within the services industry category, specifically catering to social work services with accommodation. This procurement opportunity is aimed at supporting individuals aged 17¾ years and above with social care needs. The process is currently in the planning phase with a virtual provider engagement session scheduled via MS Teams on 24 September 2025 from 10am to 11:30am.
Interested participants must confirm their attendance by 19 September 2025. The engagement sessions will provide further information on the framework which operates under a framework agreement and is scheduled for commencement in April 2027, with the contract running until March 2030, extendable to March 2035. This engagement and potential tender represent a significant opportunity for businesses operating in the social care sector, particularly for SMEs and voluntary, community and social enterprises (VCSEs) interested in expanding their market footprint and service offerings in the UK region designated as UKG36.

Dudley MBC are inviting providers to hear about an upcoming tendering opportunity for a new Supported Living Framework. The Supported Living Framework will provide specialist support for people 17 3/4 years old and above with social care needs and will include separate Lots. The aim of this event is to provide an outline of the commissioning intentions, for commissioners to understand the interest and the market's capabilities and for potential service providers to gain a wider understanding of the scope, provide feedback and ask questions.
The session will give an overview of the current services provided in Dudley, describe the Council's intentions and visions going forward for the market and explain the procurement process. The information gathered from this exercise will help shape future proposals including any potential tendering process and associated service specification. For the avoidance of doubt, this stage of the project is not part of a formal procurement process and the Council is not committing, at this stage, to carrying out such a process.
Participation or non-participation in the pre-procurement market engagement process shall not prevent any supplier participating in a potential future procurement, nor is it intended that any information supplied as part of the pre-procurement process shall place any supplier at an advantage in a potential procurement process. Participation in the pre-procurement market engagement procurement process will be at each supplier's own cost. No expense in responding to this process will be reimbursed by the Council.
This is not a call for competition. The virtual provider engagement session will be held via MS Teams between 10am - 11.30m on 24 September 2025 to provide further information about this tender opportunity. Lot 1 will respond to the needs of people requiring long-term care and support.
Lot 2 will respond to people who present with forensic / very challenging complex behaviour requiring specialist support from highly skilled and trained providers and/or where people present in short-term crisis.
