Summary, notice description and lot information
The City of Edinburgh Council is progressing with a procurement process titled "Temporary Accommodation & Associated Services Flexible Purchasing System," in the services category. The procurement is being conducted in Edinburgh (region UKM75) and is managed by John Youngs. This system aims at expanding the city’s temporary accommodation capacities and adapting services to meet residents’ needs sustainably.
The tender employs a limited procurement method without prior publication, focusing on quality and cost with an emphasis on value for money. Key dates include the contract signing on 3rd March 2025. Currently, the tender is in the award completion stage with a focus on providing temporary accommodation solutions under several sub-categories outlined by the Council.
This procurement presents significant growth opportunities for local SMEs involved in providing temporary accommodation services. Businesses specialising in private rented accommodation, home shares, and shared housing are particularly well-suited to respond to this flexible purchasing system. The availability to scale, adapt services flexibly, and provide innovative solutions will benefit potential providers.
This framework allows for awarding contracts via Direct Award or Mini-competition, ensuring varied opportunities to engage with the Council's initiatives aimed at addressing local housing needs. SMEs capable of leveraging economies of scale and tailored service delivery are encouraged to participate for potential future engagements as the framework progresses.
Providers will be required to provide accommodation and property management only. Which should allow access to visiting support services if required by residents. This category is designed to provide accommodation, through various types of accommodation to households who are assessed as homeless. Sub-Categories will be used to further detail the requirements for the specific types of accommodation. Temporary Accommodation which the Council has an immediate need for (please see individual specifications for more information); - Private Rented Accommodation - Home Share - Shared House (preferred Shared House Accommodation would be self-contained flats within a block). There may be further sub-categories added at a later date, this will be clearly communicated and operated in line with the Council's requirements and preferred forms of accommodation. Award onto the framework is not a guarantee of work; contracts will be placed via Direct Award and Mini-Competition in line with the processes detailed within the ITT.
