Summary, notice description and lot information
The procurement process involves the continuation of Unscheduled Dental Care (UDC) Services by the Central and North-West London (CNWL) NHS Foundation Trust. Managed by the Buckinghamshire, Oxfordshire and Berkshire West (BOB) Integrated Care Board (ICB), the service concerns dental practice and related services, classified under CPV code 85130000. Services will commence from 1st April 2026 and run for a term of two years, with a maximum contract value of £590,504.
The procurement stage is at the award stage, having been progressed under the Health Care Services (Provider Selection Regime) Regulations 2023 by direct award process C, indicating procurement without prior publication of a call for competition. Key evaluation periods included representations by 27th June 2025, subsequent to an intention to award notice dated 16th June 2025. The ICB is headquartered in Cowley, UKJ1, and the services will be delivered in the regions of Berkshire, Buckinghamshire, and Oxfordshire.
This tender provides significant opportunities for businesses operating within the dental healthcare sector. Companies in the dental practice and related services field can benefit from aligning with the ICB's objectives to deliver urgent unscheduled dental care, focus on pain management, and refer to other services where necessary. Businesses that possess innovative, sustainable service models with a strong commitment to improving access and reducing health inequalities will find a promising opportunity to contribute.
The procurement favours integrated services that demonstrate value and quality, while enhancing collaboration between providers. Though the existing provider has been directly awarded the contract, future opportunities may arise for businesses interested in similar tenders. Small to medium enterprises with expertise in dental services could explore potential partnerships or subcontracting roles to expand their service footprint and enhance business growth prospects in this and similar health procurement activities.
NHS Buckinghamshire, Oxfordshire and Berkshire West (BOB) Integrated Care Board (ICB) is looking to continue Unscheduled Dental Care (UDC) Services with the current provider in Buckinghamshire. The term of the existing Unscheduled Dental Care (UDC) contract is due to expire on 31st March 2026 and BOB ICB has proposed that a new contract should replace that existing contract at the end of its term. All requirements outlined in Regulation 6(5) of the Health Care Services (Provider Selection Regime) Regulations 2023 have been met, including not breaching the considerable change threshold, and therefore direct award process C has been deemed the appropriate provider selection process. After conducting an assessment of the incumbent provider, taking into account the key criteria and applying the basic selection criteria, NHS Buckinghamshire, Oxfordshire and Berkshire West ICB is content that the existing provider is satisfying the original contract and will likely satisfy the proposed contract to a sufficient standard. The service is anticipated to commence on the 1st April 2026 for a contract duration of 2 years until the 31st March 2028, with a total value of PS590,504. This transparency notice serves as an intention to award the contract to the incumbent provider, using direct award process C under PSR. This procurement has been carried out by NHS South, Central and West Commissioning Support Unit (SCW) on behalf of the Commissioner
