The recent procurement process led by The City of Edinburgh Council, in partnership with the Edinburgh Health and Social Care Partnership (EHSCP), involved the establishment of a flexible purchasing system for home-based care and associated services under the title "V3 One Edinburgh - Home Based Care and Associated Services - FPS". Classification was under the health and social work services sector, with a focus on continuing service provision and expansion across the City of Edinburgh. This contract, allocated under a selective restricted procedure, involved a long-term framework agreement with an overarching service term of ten years, entailing an estimated value of up to £550 million.
It has progressed to the 'Award' stage, as of 21 July 2025, and lots were structured to reflect local requirements across various Edinburgh localities, representing a step change in service delivery standards to meet the needs of Edinburgh’s citizens. Providers are required to provide: - Care at Home - Housing Support Service - Or Dual registration under "Support Services - care at home and housing support service combined (or equivalent). This consisted of 7 lots and sublots which link to postcodes throughout Edinburgh to ensure citywide provision. The lotting structure was devised to add resilience to the provision, for example should any provider fail to deliver then another provider within that Lot will be able to step forward as an option for growth. This will encompass a range of support services under Health and Social Care requirements.
