Volunteer and Social Impact Platform, and Managed Service
Overview
Summary, notice description and lot information
The NHS Business Services Authority, a central government public authority, initiated a tender for a Volunteer and Social Impact Platform and Managed Service. The procurement process aimed to engage a single supplier to deliver an IT-driven solution to enhance volunteering activities across the organisation. The location for this contract is in the United Kingdom, with the authority based in Newcastle upon Tyne.
The procurement was conducted using an open procedure, and key dates included the tender end date on 6 June 2025, with an award period concluding on 17 July 2025. However, the contract, valued at £310,000 (gross £372,000), was eventually cancelled on 29 August 2025 as bids did not meet the tender requirements. This procurement process had the potential to offer substantial growth opportunities for businesses within the IT services industry, particularly those specialising in software development, consulting, and community health services.
Small and medium enterprises (SMEs) and voluntary, community, and social enterprises (VCSEs) would have been well-suited to compete, given the emphasis on social value alongside commercial and technical criteria. The contract's requirement for a comprehensive digital solution and managed service was ideal for firms capable of delivering a scalable platform, fostering organisation-wide volunteer engagement and activity tracking, which would offer significant potential for further collaboration and business development in public sector projects.
The Authority requires a single Supplier to provide a Volunteering and Social Impact (VASI) platform, and managed service to deliver a comprehensive digital solution. The purpose of the VASI platform and associated managed service is to enable a significant increase in large-scale volunteering across the Organisation, and will be used to transform the sourcing, promotion, management, co-ordination and tracking of volunteer activities by the Authorities staff.
