The North Yorkshire Council has completed the procurement process for its "Young People's Pathway (Pathway 2)" initiative, aimed at supporting vulnerable young individuals, including care leavers, aged 18-25. This service addresses the housing challenges faced by these youths who are either homeless or at risk of becoming homeless. The open procurement method utilised a light touch regime, with the contract awarded to Inspire North.
Based in Northallerton, the initiative spans regions including Craven, Hambleton, Harrogate, Richmondshire, Ryedale, Scarborough, and Selby, focusing on social work services. The contract period is set to start on 1st February 2026 and conclude on 31st January 2029, with potential extensions up to 31st January 2031. This Service is for vulnerable young people aged between 18 and 25 years, including care leavers up to their 26th birthday, who may be experiencing difficulties with their housing situation, who are homeless or at risk of becoming homeless and have been assessed as having support needs, both as a result of their age, and a consequence of being unable to live with their own families or extended kin once mediation options have been exhausted in Authorities Young People's Prevention Pathway (Pathway 1). While the primary focus of the pathway is on individuals aged 18 to 25, there may be exceptional cases where the Housing Service is required to accommodate a 16 or 17-year-old. In such instances, providers must be prepared to obtain Ofsted registration to deliver the necessary support. Lot 1 is specifically for Craven, please see Appendix 9 - Area Map for details.
