Under Regulation 7 of the Health and Social Care Act 2008 (Regulated Activities) Regulations 2014, every regulated care provider must have a registered manager. The registered manager is defined as 'a registered person who is authorised by the registered provider to manage or, if there is no person other than the registered provider, is responsible for the management of the carrying on by the registered provider of the regulated activity.'
In simple terms, the registered manager is the person who must ensure that the care provider operates in compliance with all health and social care regulations, maintains safety and quality standards, and reports serious incidents to CQC. The registered manager is personally accountable to CQC, and their registration can be removed if they fail to meet the requirements or if the organisation breaches regulations under their watch.
The registered manager is distinct from the organisation's registered provider (often called the 'registered person'). The registered provider is usually the organisation or company itself. The registered manager is an individual who works on behalf of the registered provider. A larger care group might have a registered provider at the top, with multiple registered managers overseeing different locations or services.
