Summary, notice description and lot information
The NHS Bedfordshire, Luton, and Milton Keynes Integrated Care Board is pursuing an award for the Acquired Brain Injury (ABI) Rehabilitation Service in Bedford Borough and Central Bedfordshire. Governed by the Health Care Services (Provider Selection Regime) Regulations 2023, this procurement is a limited procedure without a preceding call for competition, specifically under the Provider Selection Regime (PSR). The publication on 1st September 2025 initiates a standstill period allowing providers to make representations until 11th September 2025.
The planned contract for Headway Bedford, awarded in August 2025, spans two years from 1st April 2026 to 31st March 2028 and holds a value of £371,662. This tender provides substantial opportunities for growth within the health services industry, focusing on comprehensive rehabilitation services for individuals suffering from acquired brain injuries. Businesses specialising in various therapeutic services such as physiotherapy, occupational therapy, or counselling psychology could find potential collaboration or expansion in the ABI rehabilitation sector.
Furthermore, companies experienced in delivering cognitive educational programmes or community health services are positioned well to compete in this procurement. The direct award process favours existing providers, yet the structured nature of the tender demands a high standard of service provision, paving the way for competent partners to explore service augmentation or alliances.
The lead commissioner for this service is BLMK ICB. Acquired brain injury (ABI) rehabilitation services are provided in Bedford and Central Bedfordshire local authority areas. ABI rehabilitation services aids the long term rehabilitation of patients who have suffered brain injury. The service provides continued rehabilitation for patients following discharge from the ABI, Neuro-Rehab Teams or other health professional services, allowing patients to achieve their potential. This could be a return to employment, accessing work, education, or volunteering, accessing social support or transferring to day care more appropriate to the patients need. The services available as part of rehabilitation can include Physiotherapy, Speech and Language Therapy, Occupational Therapy, Cognitive Group or individual Sessions, Computing, Art, Digital photography, Counselling Psychology, Art Psychotherapy, Cooking, The Community Brain Injury Advice team (CBIA) and organised outings.

The ICB are intending to award a contract to an existing provider following direct award process C and the approximate lifetime value of the contract is PS371,662. The services are intended to be provided for a period of 2 years from 01st April 2026 to 31st March 2028.
