The North Yorkshire Council has awarded a contract titled "Clinical Practitioner Service - Psychologically Informed Partnership Approach (PIPA)" in the health services sector. This award falls under the Provider Selection Regime (PSR) regulations specific to Health Care Services and was finalised by direct award process without competition, considering there is no realistic alternative provider. The awarded contract spans an initial term from 1st April 2025 to 31st March 2028, with an option to extend until 31st March 2030.
83 million. This initiative aims to offer psychological support mechanisms to vulnerable children and youth within the North Yorkshire region, classified under industry code 85100000 for health services. This contract presents an opportunity for large organisations and those experienced in providing health services, with a focus on psychological support, particularly where integrated and innovative approaches are necessary.
The successful bidder, Tees Esk and Wear Valley NHS Foundation Trust, exemplifies the type of business well-positioned to fulfil such specialised service requirements, due to their extensive expertise and capability in delivering psychologically informed care. Firms with competencies in health service provision, especially those collaborating with or providing support to local government bodies like North Yorkshire Council, would find similar opportunities advantageous for expanding business portfolios and regional influence in specialised service delivery.
The service contributes to a psychologically informed partnership approach to meeting the needs of looked after children, those who are in need or on the edge of care. This service is made up of two strands. The first strand aims to provide a flexible, proactive, creative and accessible psychological service for children, young people and their families. The second strand of the service supports North Yorkshire Council's Children and Young People's Services (CYPS) team to embed psychological approaches to practice, through bespoke training, consultation and joint working. This will include supporting the development of systemic practice through consultation, formulation and joint working and developing reflective approaches to practice throughout the organisation in partnership with North Yorkshire Council staff, managers and senior leaders. The Authority is of the view that the existing provider is the only provider that can deliver the health care services therefore, the contract has been awarded using Direct Award Process A of the Provider Selection Regime for an initial 3 year period (1st April 2025 - 31st March 2028) with the option to extend for a further 2 years (1st April 2028 - 31st March 2030). The estimated value of the contract over 5 years is PS4,826,200.
