Summary, notice description and lot information
West Lothian Council has completed the procurement process for the "Community Link Worker and Distress Brief Intervention Services" as of 31st March 2025. The contract, valued at £3,172,000, aims to support adults in West Lothian with mild to moderate mental health issues and those experiencing psychological distress. This service is significant in the health industry category, covering the region UKM78.
The open procurement procedure was used for this service-related contract, which began with the tender process and recently concluded with the award stage. The contract was awarded to SAMH (Scottish Association for Mental Health), an SME from Glasgow. Key contacts and addresses are provided for West Lothian Council, the overseeing body, located at West Lothian Civic Centre, Livingston.
This tender represents growth opportunities for businesses specialising in mental health support services, particularly those with experience in delivering Community Link Worker services or Distress Brief Intervention Services. The contract requires businesses to demonstrate financial stability and the capacity to manage a high-quality service under public sector regulations. Companies in the healthcare sector, especially those capable of supporting community benefits and aligning with economic, social, and environmental objectives, will find this opportunity fitting.
The framework ensures participation in developing skills, training, and employment initiatives, offering an avenue for contributing to local community welfare while expanding business impact within the public sector.
The aim of the Services / Contract is to deliver appropriate support to adults residing in West Lothian who have mild to moderate mental health problems, as well as those in acute psychological distress (the DBI part of the service). Individuals will be supported to identify personal outcomes and priorities and will be provided with specialist advice on a range of issues; this may involve signposting to other social or clinical services. By continuing to provide such a service in West Lothian, it is anticipated that there will be a reduction in the number of contacts that an individual has with their GP, or that the service will act as an alternative to the individual seeking support from their GP. The Service will continue to be delivered from the Community Wellbeing Hubs (located in Bathgate and Livingston), and other venues as appropriate .. Full breakdown of technical criteria weighting can be found within the technical envelope. The quality criteria will be scored out of 100 and tenderers will receive a pro-rated score out of 90.
