Summary, notice description and lot information
The City of Edinburgh Council is spearheading a procurement process titled "CT1061_1a - Temporary Accommodation Services" within the services category, specifically targeting social work services with accommodation. This initiative aims to provide temporary housing for the Ukrainian re-settlement scheme, meeting pressing needs due to unforeseen circumstances. The process currently stands at the Award stage, with the contract signed on 1st May 2025.
It employs a limited procurement method, executed without prior publication of a call for competition, to address specific and immediate needs. The contract has been awarded to Apart Hotels Worldwide Ltd, indicating a potential maximum expenditure of £7,194,150 over a potential three-year span, with funding supplied by the Scottish Government. To fulfil the council's stringent requirements, included within the contract are clauses ensuring prompt payment to sub-contractors and adherence to at least the real Living Wage for workers.
This procurement presents a unique opportunity for businesses providing temporary accommodation services, especially those capable of delivering self-contained apartments on short-term lets. Businesses with experience in handling swift scale-up operations and those situated in Edinburgh or the surrounding UKM75 region would be well-suited for such opportunities. Furthermore, the contract's conditions, such as the quick payment cycle and wage conditions, ensure fair practices, potentially attracting businesses prioritising ethical operations.
Companies able to fulfil the rigorous monitoring and reporting requirements set by the council can significantly benefit, establishing themselves as key partners in public sector service delivery and contributing to their portfolio of government contracts.
The City of Edinburgh Council has taken on contractual responsibility for some of the Scottish Government's Welcome Accommodation, previously provided by Scottish Government via their contracted partner Corporate Travel Management. Since 2021 there has been a range of welcome accommodation across Scotland, including hotels, apartments, aparthotels and, previously, cabins onboard M/S Victoria and M/S Ambition. Should a displaced person from Ukraine require welcome accommodation, it is, in the majority of cases, allocated via the core welcome hub in Edinburgh. When in welcome accommodation, matching discussions will take place to secure an offer of suitable longer-term accommodation. This contract is for a small number of temporary self-contained apartments for those still awaiting an offer of suitable longer-term accommodation. It should be noted that all contract values stated within this notice are maximum indications only over the full term of the call-off, funding for which has been provided by the Scottish Government.
