Summary, notice description and lot information
The City of Edinburgh Council has successfully completed the procurement for "CT1235 - Out of Hours Support and Accommodation for Patients of Lothian and Edinburgh Abstinence Programme (LEAP)" under the Light Touch Regime as per the Public Contracts (Scotland) Regulations 2015. This contract, which falls under the rehabilitation services industry category, is located in the UKM75 region. The procurement was conducted through a selective procedure involving negotiations, and the process was completed on 20 March 2025.
This service focuses on providing quasi-residential accommodation and support to patients undergoing the LEAP programme. Notably, it ensures that suppliers adhere to mandatory requirements such as the prompt payment of subcontractors within 30 days and paying at least the real Living Wage to staff working on the council framework. This tender presents significant growth opportunities for businesses capable of delivering specialised rehabilitation services.
Companies with expertise in the provision of out-of-hours support and accommodation services, particularly those with experience in addiction treatment and recovery care, would be well-suited to compete for such tenders. Small and medium-sized enterprises (SMEs) that can meet the council’s stringent quality and compliance standards, including environmental management and health and safety policies, can find an edge in this market. With only one supplier meeting the requirements this time, there may be further opportunities in future retendering processes, making this an attractive prospect for businesses looking to expand their portfolio in the public health and social care sector.
The City of Edinburgh Council is looking for a supplier to deliver a service for out of hours accommodation and care for those undertaking the Lothians and Edinburgh Abstinence Programme (LEAP) quasi-residential rehabilitation programme. A Prior Information Notice (PIN) was previously released to seek market engagement to test capacity and capability to help develop our procurement strategy, and obtain Expressions of Interest from organisations who would potentially bid for some or all of the requirement to extend the accommodation provided. Only one supplier was able to deliver the service. Background LEAP is a treatment and rehabilitation programme for those dependent on alcohol and other drugs (including opiates, stimulants, cannabis, tranquillisers etc.) and usually lasts 3 months or longer. It is suitable for those who want to achieve a substance-free recovery. The programme is part of the services provided by the Addiction Treatment & Recovery Care Directorate NHS and is currently delivered in partnership with the City of Edinburgh Council, with third sector partner agencies, Alcohol and Drug Partnership across the NHS Lothian Board Area.
