Summary, notice description and lot information
Ceredigion County Council and Hywel Dda University Health Board are seeking a Delivery Partner for the Cylch Caron Housing & Integrated Resource Centre Scheme in Tregaron, located in Ceredigion, UK. This procurement involves the design, construction, and operation of a housing scheme offering accommodation at social rent and includes the development of a Social Care/Health Board hub. The procurement method is competitive dialogue, with the tender currently in the active stage following its initiation earlier in 2023.
The tender period ends on 3 April 2025, and the subsequent stages involve selective candidate dialogues initiated from 22 April 2025. This opportunity is classified under housing services and aligns with the procurement method detailed as competitive selective dialogue. This procurement presents substantial opportunities for businesses involved in construction, architectural, engineering, and social services, particularly those with experience in public sector projects.
Given the focus on creating social rented housing and a health care hub, businesses specialising in health and social services buildings will find this tender particularly relevant. There is potential support via the Welsh Government’s Social Housing Grant and other grants, although securing these is not guaranteed. The project is suitable for consortia and encourages the inclusion of Community Benefits, which align with the Council's social and economic objectives.
Companies adept at proposing community benefit ideas or seeking expansion in the health and housing sectors could leverage this contract for growth and enhanced visibility in regional development projects.
The Council and HDUHB are seeking a suitable Delivery Partner to design, build and operate housing for individuals in Tregaron. It is a requirement of this project that such housing is made available at social rent. The delivery of a Social Care/Health Board hub on the same site will also be explored through the dialogue process. The purpose-built centre will be known as the Cylch Caron Integrated Resource Centre (IRC). The site and IRC will be owned by the Council and will be leased to the selected Delivery Partner on a long lease of 125 years at a subsidised rental value. Tenderers must note that this procurement exercise relates to the procurement of the Delivery Partner only who will be required, working collaboratively with the Council and HDUHB, to take lead responsibility for progressing the solution agreed via dialogue through all stages of its delivery. The specification and contractual terms are to be developed and agreed through the dialogue process. Social Housing Grant: A social housing grant may be available to registered social landlords (housing associations) by Welsh Government. The Delivery Partner will be required to apply for such funding directly from the Welsh Government. A Health Capital Grant, Health & Social Care Capital Receipts and a Council grant may also be available. However, Tenderers should note that there is no guarantee that these public capital investments stipulated will be made available to the Delivery Partner.
