Summary, notice description and lot information
Monmouthshire County Council is in the planning stage of procuring services for "Post 16 Supported Lodgings" within the General Public Services category. This tender is aimed at providing semi-independent supported lodging for young people aged 16 to 24 with complex support needs. The service, located in Monmouthshire, will cater to up to five young individuals at any one time, helping them build independent living skills before transitioning to other suitable accommodation by age 18.
A market engagement event is planned to gauge interest and gather feedback from potential service providers, with further details to be announced in due course. Key upcoming dates include 19 May 2025, for the anticipated notice. This tender presents a significant opportunity for businesses experienced in providing trauma-informed, person-centred support services tailored to young people with complex needs.
Companies specialising in creating stable and consistent environments conducive to promoting independence and resilience among young individuals transitioning from care could find this contract particularly well-suited. Engaging in this tender could enhance an organisation's portfolio in delivering specialised social care services within the UK, thereby contributing to long-term business growth and social impact.
Monmouthshire County Council is seeking to commission an experienced organisation to provide semi-independent supported lodging support to Young People with complex support needs within Monmouthshire. Potential young people considered for the service will have a range of support needs, some of which will be complex support needs and require additional / enhanced housing related support because of: Young people 16+ transitioning out of residential and / or foster care placements; Transitioning out of care as a pathway to independent living; or Where current models of accommodation / support are deemed unsuitable due to their risk factors or level of support required. The needs profile of young people will feature multiple needs including but not limited to: Trauma / Adverse Childhood Experiences (ACEs); Attachment difficulties; Linguistic barriers; Specific cultural or religious requirements; A limited support network outside of professional support and/or targeted 3rd sector community support; Risk taking behaviours associated with absconding; Vulnerable to exploitation with features of unsafe relationships, exploitation, and financial vulnerability; Additional complex needs including poor physical or mental health, or substance misuse etc. The Service Provider understands young people may be looked after by the Council or maybe care leavers. The service will aim to help offer a stable, consistent environment, so that the young people can be encouraged to build their independent skills. This will enable them to reflect and make appropriate choices for their future, enabling them to live independently and successfully within the community. The support offering will be person centred, outcome focused, trauma informed and will aim to build the young people's skills to support successful transitions into independent living. This will be provided via a dedicated supported accommodation pathway with wrap-around trauma informed support. Monmouthshire County Council will hold an online Market Engagement Event to understand the level of potential interest that exists in the market, your views about what can be delivered, and timescale for setup. Please register your interest against this PIN and further details regarding the Market Engagement Event will be added in due course.
