Summary, notice description and lot information
Norfolk County Council has completed the procurement process for the Drug and Alcohol Treatment and Recovery Improvement Grant, classified under the community health services category. The awarded contract, which falls within the services main procurement category, was conducted using a limited procurement method without prior publication of a call for competition. It is part of a larger £310 million initiative by the Department of Health and Social Care (DHSC) to enhance treatment and recovery outcomes in local authorities across the UK for the fiscal year 2025 to 2026.
Norfolk was allocated £3,974,294 of this funding, with a notable £1,816,493 awarded to the provider Change Grow Live. The contract, which commences on 1 April 2025 and concludes on 31 March 2026, focuses on improving existing drug and alcohol treatment services in Norfolk. This tender offers significant opportunities for businesses in the healthcare sector, particularly those with expertise and infrastructure for delivering community health services.
The decision to award the contract to Change Grow Live without external competition is based on the service's continuity and the existing provider's established role in Norfolk's treatment landscape. Businesses specializing in support services or technology-based solutions tailored to drug and alcohol treatment may find opportunities to partner or subcontract under the current framework, enhancing service delivery and integration. Additionally, those looking to understand regional procurement methods and infrastructure requirements in the healthcare sector can analyse this award process for strategic insights.
This is a notice under the Health Care Services (Provider Selection Regime) Regulations 2023. The Department of Health and Social Care (DHSC) is providing a total of PS310 million in additional targeted grants to local authorities in 2025 to 2026. The purpose of the funding is to improve treatment and recovery outcomes in line with the recommendations from Dame Carol Black's independent review. As part of this funding, Norfolk has been allocated a total of PS3,974,294.00. The 2025 to 2026 grant consists of a number of previous drug & alcohol related treatment and recovery grants, which have been consolidated into a single drug and alcohol treatment and recovery improvement grant (DATRIG). In line with the terms of the drug and alcohol treatment and recovery improvement grant, Norfolk County Council are proposing to award the commissioned drug and alcohol treatment provider Change Grow Live PS1,816,493. The purpose of the funding is to incrementally add to the existing infrastructure of the drug and alcohol treatment and Recovery service funded by the Norfolk public health grant. To award to an external provider would result in the need for unnecessary duplication, resulting in a disjointed treatment system and poorer outcomes for Norfolk. The date for award is 01/04/25 until 31/03/26.
