Summary, notice description and lot information
The Northern Health and Social Care Trust is currently in the planning stage of a procurement process for a bespoke single occupancy Learning Disability Supported Living Accommodation. This Prior Information Notice (PIN) seeks early market engagement to explore capacity for a service user with complex behaviours, primarily in the Causeway and Ballymena areas, while considering other locales as secondary options. The procurement is categorised under "Health and social work services" and is planned as a service provision.
Interested parties have until 3:00 pm on 5 September 2025 to engage with this scoping exercise, but it is important to note this is not a Call for Tender. This early-stage engagement presents a growth opportunity for businesses specialising in supported living services, particularly those experienced in managing complex needs and behavioural challenges. Organisations equipped with the capability for 24/7 bespoke care arrangements, possibly with a 2:1 staffing ratio, would find this PIN relevant.
It's an open invitation to signal interest and capability before any formal procurement process, potentially leading to significant service provision opportunities in the health sector. Additionally, social care providers focusing on facility management in the UK will find this a chance to tailor solutions in line with NHSCT's future needs.
This is a PIN by the NHSCT for an Early Market Engagement (NOT a Call for Tender) to ascertain current capacity in the market AND potential future capacity for the provision of bespoke single occupancy Learning Disability Supported Living Accommodation for a complex service user who presents with challenging behaviour. Given complexity, care must be provided in a 24/7 bespoke facility with anticipated 2:1 staffing at all times with 2 staff on sleep over (no awaken nights). Accommodation in the preferred areas of Causeway and Ballymena but the Trust will consider other areas as secondary options. Additional information: This is not a Call for Tender and there is no guarantee any procurement process will be run. Any interest shown by Providers will be further explored but this does not constitute a commitment to progress in a procurement exercise. Failure to show interest does not restrict providers from participating in any future procurement exercise held by NHSCT. This notice has been placed to alert the Sector of a specific requirement. Any future procurement exercise will be conducted in accordance with the information contained in any final published tender documentation.
