The procurement process for the "FEW1473 - HIV Community Peer Support Service" was organised by Leicester City Council, aiming to deliver community health services within Leicester, Leicestershire, and Rutland. The procurement was under a limited process as per the Health Care Services Provider Selection Regime (PSR) Regulations 2023, not involving public competition, with the contract value excluding VAT at £75,980.
The contract will commence on 28th August 2025, spanning until 27th August 2026. Service providers who can demonstrate effective models of empowerment, treatment engagement, and stigma reduction within HIV care will be well-positioned to execute this initiative successfully.
This tender suits small to medium-sized enterprises with a focus on healthcare services and those accustomed to working with marginalised communities. The funding, supported by national bodies like NHS England, presents stability and potential for long-term collaboration in public health service delivery.
The provision of this service will involve one to one support from people with lived experience of HIV for those newly diagnosed through the hospital ED. The support will be person centred and therefore take a different form for every individual, but broadly, it will help people to feel empowered to understand and take ownership of their diagnosis, engage and remain in treatment and tackle stigma. National HIV treatment guidelines recommend a peer support model as the gold standard for those living with HIV. The service will be funded by national funding from the National Institute for Health Research (NIHR) and NHS England via the Integrated Care Board for Leicester, Leicestershire and Rutland.
