Cumberland Council initiated a procurement process for a "Framework Agreement for Event Management Goods and Services", encompassing a variety of lots such as Medical Provision, Security, Infrastructure, AV & Tech, Road Management, and Marquees. The procurement was divided into Northern and Southern areas, allowing applications for one or both regions. Although the procurement process, initially in the planning stage as of 14 May 2025, advanced to the tender stage by 23 May 2025 with a submission deadline of 23 June 2025, it concluded with cancellation on 27 June 2025. The procurement employed an open procedure under the legal basis of UKPGA 2023/54 with an active tender status before cancellation, reflecting a completion status. This procurement presented significant business growth opportunities, particularly for SMEs and VCSEs operating in the services and goods sectors relevant to event management.
Businesses specialising in medical services, security, infrastructure, audiovisual technology, road management, and marquee provision were ideally positioned to benefit from this framework. With a strategic focus on local economic and environmental sustainability, the tender invited businesses to engage meaningfully while allowing competitive flexibility through a framework agreement method with reopening competition. Despite its cancellation, such initiatives signify potential future opportunities within the council, promoting fair distribution of contracts and support for diverse business sizes and types.
In this framework there will be two distinct areas in which contractors may apply to operate in one or both areas (Northern and Southern), and there will be six lots in both areas ranging from necessary services and goods required for Cumberland events: Medical Provision, Security and Stewarding Provision, Infrastructure Provision, Av & Tec Provision, Road Management and Marquees
This lot will be used for the medical cover, provided by trained professionals, to ensure safety of attendees and being available to address and cover medical emergencies during events.
This lot will be used for security and stewardship provision, by trained professionals, with a responsibility for ensuring safety, manage emergencies, protect property and assets during events.
This lot will be used for provision, installation and removal of safe, tested and appropriate infrastructure prior, during and post events.
This lot will be used for the provision, installation and removal of safe, tested and appropriate AV & technical solutions for each relevant event.
This lot will be used for the provision and set up of the appropriate road management items and trained road management personnel prior, during and post event.
This lot will be used for provision, installation and removal of safe and tested marquees and appropriate equipment prior, during and post event
