Summary, notice description and lot information
Cumberland Council is conducting an open procurement process for a framework titled "Framework for the Provision of Day Opportunities for Adults in Cumberland," classified under the health and social work services sector (CPV code 85000000). The framework aims to support disabled and older adults in Cumberland by facilitating skill development, preventing social isolation, and providing breaks for unpaid carers. This procurement, managed by Ms.
Allison Paterson at Cumberland Council, is in the tender update stage with the latest update on 14 October 2025. 16 million for its initial three-year span extending from 1 April 2025 to 31 March 2028, may include two additional 12-month extensions, potentially completing by 31 March 2030. This framework presents a substantial opportunity for businesses within the health and social services sector to expand by providing personalised adult care.
The framework structure includes several lots: buildings-based opportunities, home and community outreach, and bespoke mini-competitions, allowing providers to engage in multiple service offerings. SMEs in particular, such as Carlisle Mencap and iCan Wellbeing Group CIO, have already been successful suppliers, indicating encouragement for smaller organisations to participate. Providers with existing or ready-to-launch services are particularly well-suited to compete, given the council’s stipulation for tangible, operable services at the framework's inception.
Newly interested providers can submit bids anytime during the initial term, promoting continuous involvement and business growth opportunities.
