GLA 82810 Domestic Abuse Safe Accommodation (DASA) provision
Overview
Summary, notice description and lot information
The Greater London Authority (GLA), in conjunction with the Mayor's Office for Policing and Crime (MOPAC), is entering the planning stage for the recommissioning of Domestic Abuse Safe Accommodation (DASA) services across London. This initiative, outlined under the Domestic Abuse Act 2021, seeks to ensure that victims and survivors of domestic abuse have access to safe accommodation and the necessary support services. The GLA anticipates funding of approximately £20 million per annum, potentially extending over six years, pending confirmation from the Ministry of Housing, Communities and Local Government.
Preliminary market engagement activities are currently underway to refine this commissioning process, with a deadline for expressions of interest set for 10th November 2025. This series of co-designed workshops will help ascertain the current market landscape and explore options for delivering innovative and inclusive service designs. This procurement presents significant opportunities for businesses within the health and social work services category, particularly those experienced in providing support for domestic abuse survivors.
Organisations that can demonstrate innovation and responsiveness to the complex needs of diverse populations, including voluntary and community sector providers, local government partners, and independent care organisations, stand to benefit. As the GLA plans to foster collaboration among suppliers, including small-to-medium enterprises (SMEs) and third-sector organisations, businesses with a strategic focus on co-designed service provision will likely find significant opportunities for growth. This approach will not only support the continuity of crucial services but also encourage the development of new, trauma-informed, and inclusive service models that are responsive to the evolving needs within London.
This preliminary market engagement process is being managed by Transport for London (TfL) on behalf of the Greater London Authority (GLA), the 'Contracting Authority'. Part 4 of the Domestic Abuse Act (2021) placed new statutory duties on tier one authorities to deliver Domestic Abuse Safe Accommodation (DASA) provision. The duty aims to ensure victims/survivors of domestic abuse, along with their children, can access a range of support within safe accommodation or to help them access safe accommodation.
As a tier one authority with duties under the Act, the Greater London Authority (GLA), in partnership with the Mayor's Office for Policing and Crime (MOPAC), is preparing to recommission safe accommodation and support services for survivors of domestic abuse across London. Based on previous allocations from the Ministry of Housing, Communities and Local Government (MHCLG), we anticipate funding to be approximately PS20 million per annum for up to six years. However, the final funding amount and duration will be confirmed by MHCLG in due course.
The current commissioning arrangements, including the Domestic Abuse Safe Accommodation (DASA) Framework and continuation grants, are scheduled to conclude by March 2027 (subject to any extensions). Services commissioned through DASA are currently delivered by a mix of Voluntary and Community Sector (VCS) Violence Against Women and Girls (VAWG) providers, London Boroughs, housing and homelessness organisations, and wider VCS partners. All providers deliver services that meet the definitions of support outlined in MHCLG guidance, including refuge accommodation, dispersed housing, sanctuary schemes, second-stage accommodation, and other specialist provisions.
This transition period offers a strategic opportunity to design a refreshed commercial model that reflects evolving needs, builds on existing strengths, and encourages innovation in service delivery while continuing to ensure domestic abuse support services are inclusive, trauma-informed, and responsive to the diverse needs of Londoners. Given the scale and complexity of the programme, the GLA and MOPAC are adopting a phased and strategic approach to recommissioning. This will ensure continuity of support for victims/survivors while enabling a safe and responsible transition to new arrangements.
The future model will be shaped through a period of iterative engagement with the market and wider stakeholders, with a strong emphasis on co-design, collaboration, and transparency.
