Summary, notice description and lot information
The procurement process led by Tower Hamlets Council sought to provide supported emergency accommodation for Asian women and their children experiencing domestic abuse. The project, titled "HAC5910: Tower Hamlets Asian Women’s Refuge," falls under the health and social work services category. This opportunity was conducted through an open procedure, ensuring fair participation.
With a total contract value of approximately £765,000 for an initial term of three years, the contract has options to extend for two additional 12-month periods. Tower Hamlets, a local authority with a commitment to tackle violence against women, spearheaded the initiative alongside the Greater London Authority and MOPAC, delivering services from their London base. The procurement stage has completed, with the award granted in September 2025 to Hestia Housing and Support.
This tender presents significant business growth opportunities, particularly for organisations specialising in health and social work services. Companies offering comprehensive support services for housing and safety, particularly those with a focus on socially excluded and domestic abuse victims, are well-positioned to engage. The successful supplier, Hestia Housing and Support, highlights the competitive landscape, yet the potential extension of the contract up to a total of five years offers sustained engagement for suitable businesses.
Small and medium-sized enterprises (SMEs) were active in the bidding process, which reflects the accessibility of this procurement for similarly positioned firms seeking to expand their public sector partnerships and service offerings in the London region.
Tower Hamlets has a proud history of supporting people who are socially excluded through the delivery of personalised, early intervention housing support services. Tackling violence against women and girls (VAWG) is a key priority for the Council and has developed the Tower Hamlets Violence Against Women and Girls Strategy 2019-24. This strategy sets out our priorities and commitments for tackling all forms of gendered violence. The provision of supported emergency accommodation which offers Asian women with their children an immediate safe route out of homes where they have experienced domestic abuse is key to meeting this commitment. Further to this the new Domestic Abuse Act 2021 places a duty on local authorities in England to provide support to victims of domestic abuse and their children in refuges or other safe accommodation. Tower Hamlets Council delivers our refuge provision within a pan-London strategic response to domestic violence working closely with the Greater London Authority (GLA) and specifically the Mayors Office for Policing & Crime (MOPAC). London's draft strategy for consultation was published on 5th November 2021, informed by a London needs assessment. The final Domestic Abuse Safe Accommodation Strategy was published in December 2021 The service will deliver as a minimum: * 5 hours per week, per person of direct support * It should include as a minimum a first point of contact for service users during the operating hours.
