Summary, notice description and lot information
The NHS Cheshire and Merseyside Integrated Care Board has concluded the procurement process for a contract titled "Halton Place - Care at the Chemist & Community Pharmacy Dispensing for Community Urgent Eyecare Service & On Demand Access to Palliative Care Medicines". This procurement falls under the health services industry category and covers various pharmacy sites across Halton, located in the UKD71 region. The process has reached the award stage with the contract having commenced on 1st April 2025 and set to expire on 31st March 2026.
The procurement method used was limited, without prior publication of a call for competition, under the Health Care Services (Provider Selection Regime) Regulations 2023. This directive excluded the application of the Public Contracts Regulations 2015 and was confirmed with the award decision approved on 19th November 2024. This tender presents significant opportunities for business growth, particularly for pharmacies capable of providing integrated health care support and dispensing services.
Large scale and SME businesses, such as Asda Stores Ltd and Strachan's Chemist, are already involved, demonstrating that both expansive and community-focused enterprises can thrive in this environment. The service remunerates pharmacies based on consultations and items dispensed, with fixed professional service fees and retention bonuses, making it highly attractive to businesses looking to expand their service offerings in the health care space. The contract supports business expansion while directly contributing to community health outcomes.
NHS Cheshire and Merseyside ICB has awarded a one year contract via Direct Award A to selected Halton pharmacies across Cheshire and Merseyside. The contract commenced on 1st April 2025 and will expire on the 31st March 2026. A fee of PS2.00 will be paid for each consultation undertaken as part of the service. A fee of PS0.95 will be paid for each item dispensed as part of the service. The Pharmacy will be reimbursed for the medication supplied under the 'CATC' service according to the current dm+d price. Where patients are not exempt from prescription charges and have paid the NHS Levy to the Pharmacy, such sums will be deducted from the relevant month's remuneration. CUES - NHS Cheshire and Merseyside Halton Place will pay participating pharmacy contractors a professional service fee of PS4 for each item dispensed to an individual patient, under the terms of this service in addition to the agreed reimbursement price plus VAT, as set out in DM&D, for the product or products supplied. ODAP - an annual retention fee of PS1000 as well as remuneration for medicines. The contract value is approximately PS7950 and is subject to change due to being an activity based contract.
