Summary, notice description and lot information
The Scottish Government has awarded a contract for the provision of the Independent Child Trafficking Guardians Service. The contract, aimed at supporting unaccompanied children and young people who may have been victims of human trafficking, will be implemented by Aberlour Child Care Trust. The initial contract period spans 36 months starting from 1 April 2025 until 31 March 2028, with potential extensions of up to 24 additional months.
This procurement process falls under the 'General public services' and 'Education' categories, with services to be delivered across Scotland (UKM region). It utilised an open tender procedure, with the contract notice published on 31 October 2024 and the award notice on 2 April 2025. This tender presents a significant opportunity for businesses involved in child care and specialised support services, particularly those experienced in handling cases of human trafficking.
The contract’s substantial budget of up to £11,000,000 inclusive of extensions means there is considerable scope for expansion and increased demand for ancillary services. Businesses with robust financial health, sufficient staff capacities, and relevant experience in managing complex social services would be well-positioned to compete. Additionally, partners skilled in policy development and strategic support could benefit from potential subcontracting opportunities, further fostering business growth and collaboration within this essential social service sector.
The requirement is for the operation and management of an Independent Child Trafficking Guardian (ICTG) Service. Independent Child Trafficking Guardians (also referred to as 'Guardians') will be appointed by the Service Provider to provide support to unaccompanied children and young people arriving in Scotland and who may have been a victim of, or may be vulnerable to becoming a victim of, human trafficking. The provision of the ICTG Service will fulfil the duty set out under Section 11 of the Human Trafficking and Exploitation (Scotland) Act 2015, through the development of an Independent Child Trafficking Guardian service, with a focus on prevention of re-trafficking.
