Summary, notice description and lot information
The procurement process led by NHS Cornwall and the Isles of Scilly Integrated Care Board focuses on the award of the "Individual Placement and Support – Severe Mental Illness" contract. This falls under the industry category of rehabilitation services, specifically within the health services sector. The location for this procurement is the region coded as UKK30 in the United Kingdom, with a contract period spanning from 1st December 2024 to 30th November 2025.
The procurement method was limited, due to urgent circumstances, following the Provider Selection Regime (PSR) regulations of 2023. As a result, a direct award was made to Pentreath Ltd, avoiding the traditional Public Contracts Regulations 2015 requirements. The procurement stage is complete, with the decision to award the contract made to address urgent quality and safety concerns that arose unexpectedly.
This contract presents significant opportunities for specialised service providers in the field of mental health rehabilitation, particularly those dealing with severe mental illnesses. The direct award to Pentreath Ltd for a value of £171,000 indicates a preference for maintaining continuity of services and meeting urgent needs, which can be vital for companies that have the capability to deliver specialised support services quickly. Businesses with expertise in managing complex care scenarios, a solid track record within the health sector, and a robust workforce are well-positioned to benefit.
The decision reflects the importance of timely intervention and could pave the way for future business opportunities in larger procurement exercises planned by the NHS Cornwall and the Isles of Scilly Integrated Care Board.
The intention in 24/25 was for CFT to use the PS171k to sub-contract to Pentreath; however their current expenditure to Pentreath under the existing contract has exceeded thresholds. This has led to them being unable to direct award the funding before the end of the year, placing the funding at risk of being unused and returned to DWP. This will then impact on 25/26 delivery and the workforce availability.

The ICB is being asked to direct Award to Pentreath to ensure the funding is spent in sufficient time and to ensure the workforce is recruited.

CFT will then plan to procure the support under a larger contract with Pentreath in 25/26. CFT intend to run a full procurement.

The ICB would direct award for one year.

Due to CFT handing back the contract as they are going to the market in order to address urgent quality/safety concerns pose risks to patients or the public and necessitate rapid changes and to re-award to an existing contract holder

Award needed to be made urgently due to CFT not being able to go to the market for 25/26 this was unforseeable by the ICB and delay in this urgent provision would pose a risk to patients and service users.

Lifetime value: PS171,000

Contract Dates: 01/12/2024 - 30/11/2025. Additional information: This contract has been awarded under the urgent circumstances provision of the Provider Selection Regime (PSR). This contract has been awarded under the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015 do not apply to this award.

Due to CFT handing back the contract as they are going to the market in order to address urgent quality/safety concerns pose risks to patients or the public and necessitate rapid changes and to re-award to an existing contract holder.
