Insourcing and Outsourcing of Clinical Services - IOCS

To support Approved Organisations in delivering clinical services by supplying on-site clinical staff who work under the Trust's governance, using its facilities and systems, utilising spare, out-of-hours capacity, typically at weekends and evenings to support the reduction of waiting lists. This model helps address capacity gaps, reduce waiting lists, and maintain continuity of care without outsourcing the entire service. The awarding of this contract will be subject to Health Care Services (Provider Selection Regime) Regulations 2023 and the Health Services (Provider Selection Regime) (Wales) Regulations 2025 . This approach supports capacity expansion, elective recovery, and access to specialist services while transferring operational responsibilities to the provider.
