Summary, notice description and lot information
The NHS Wales Shared Services Partnership-Procurement Services, hosted by Velindre University NHS Trust, is overseeing a tender for the insourcing of non-obstetric ultrasound scanning services. This initiative, located within the Cardiff and Vale University Health Board region, falls under the health industry category. The procurement stage has reached its completion with an intention to award notice published on 15th August 2025.
This tender follows a limited procurement method under the Provider Selection Regime Wales (PSR Wales), exempt from the usual Public Contracts Regulations, and signifies the start of a standstill period allowing representations by providers until 27th August 2025. This contract presents a significant business growth opportunity, particularly suited for specialised health service providers capable of delivering comprehensive ultrasound diagnostics. The awarded supplier, Diagnostic Healthcare Ltd, a small and medium-sized enterprise (SME) based in Manchester, exemplifies the type of business apt for such opportunities.
The contract aims to deliver around 15,000 ultrasound scans within a year, necessitating robust operational capacity and technical capability. Businesses in the medical services sector with a focus on diagnostics would find this procurement particularly aligned with their expertise and service offering. The service must operate independently, ensuring it does not impact the existing workforce, and utilise equipment compatible with the health board's systems.
The aim of this initiative is to secure additional diagnostic capacity to help reduce waiting lists and address the existing backlog in ultrasound imaging services. The insourced service will supplement CVUHB's internal resources while maintaining quality and continuity of care for patients. The Health Board is seeking a provider that can deliver a comprehensive, end-to-end non obstetric ultrasound service, including both imaging and diagnostic reporting. The service must be Delivered by qualified and experienced staff; Operated independently without impacting CVUHB's current workforce; Provided using high-quality ultrasound equipment compatible with CVUHB systems; Accessible locally, either via mobile infrastructure or at premises close to the Health Board. The provider is expected to deliver approximately 15,000 ultrasound scans over a 12- month contract period, starting in Q2 of the 2025/26 financial year. Service delivery must run Monday to Friday, 9:00 am - 5:00 pm, with an estimated throughput of 60 patients per day.
