Summary, notice description and lot information
Brighton and Hove City Council is currently in the planning stage for a tender titled "Integrated Sexual Health & Contraception Services," classified under the industry category of health services. Located in the UK region of Brighton & Hove, the procurement aims to improve the sexual health of the local population by integrating services with existing NHS offerings. The procurement is under the Health Care Services (Provider Selection Regime) Regulations 2023, bypassing the Public Contracts Regulations 2015.
A future notice date has been announced for 6th November 2025. The project requires suitable, accessible premises in east, west, and central Brighton and Hove and will operate under a "one stop shop" model for comprehensive sexual health and contraception service delivery. The award decision makers will include the Head of Procurement and the Chief Officer for Public Health, emphasising the strategic importance of this initiative.
This tender offers significant opportunities for experienced providers with access to NHS-qualified medical and nursing staff. Ideal participants are those equipped to address sexual health needs and cater to vulnerable groups, including individuals with protected characteristics. The focus on a highly integrated service delivery model and open access approach is particularly beneficial for businesses with comprehensive health service expertise and established infrastructures in the Brighton and Hove area.
By aligning with the Provider Selection Regime, this procurement process provides a streamlined opportunity for businesses seeking to expand their offerings in public health services, ensuring substantial community impact through improved accessibility and quality of care.
The Integrated Sexual Health and Contraception (SHAC) Service will provide patients with open access to confidential, non-judgmental services including sexually transmitted infection (STI) and blood borne virus (BBV) testing, treatment and management, the full range of contraception provision, health promotion and prevention. The service will improve the sexual health of the local population through delivery of a 'one stop shop' model, where the majority of sexual health and contraceptive needs can be met in one place, usually by one professional, during a single visit. Sexual health is not equally distributed across the population and the service will ensure that it meet the needs of those experiencing the greatest impact of STIs, HIV and poor reproductive health as well as removing barriers to access for vulnerable groups and those with protected characteristics. The service must integrate with the NHS commissioned HIV treatment and care service to support the significant interdependencies between the two services. Providers must be experienced, with access to a large pool of NHS qualified medical/nursing staff. Providers must have suitable, accessible building premises in the east, west and central areas of Brighton and Hove. This is a Provider Selection Regime (PSR) intended approach notice. The awarding of this contract is subject to the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015 do not apply to this award.
