Summary, notice description and lot information
The procurement process outlined involves the NHS South Yorkshire ICB as the buying organisation, focusing on the provision of GP Locally Commissioned Services for the Stonecroft Medical Centre in Sheffield, South Yorkshire. With the contract complete, the award was confirmed in the Health care Services (Provider Selection Regime) Regulations 2023, specifically outside the scope of the Procurement Act 2023. The procurement falls within the services category and is classified under general-practitioner services.
The contract award stage was without prior publication of a call for competition, utilising a limited procurement method. Key dates include the contract duration from 1st April 2025 to 31st March 2026, following an award decision made in July 2024 by the Sheffield Senior Management Team and Leadership Team. The awarded supplier is the Stonecroft Medical Centre.
This procurement presents significant opportunities for growth, especially for GP services integrated with the existing GP Framework in Sheffield. Businesses that can offer supportive or complementary services to general-practitioner activities, such as specialised medical practices or health service providers, could find opportunities for subcontracting or partnership within the contract's framework. Although the direct award process limits new entrant opportunities, companies capable of enhancing the Local Commissioned Services (LCS) or similar frameworks in compliance with NHS specifications could benefit significantly, especially those recognised as existing providers within the NHS framework.
This contract Award has been made following direct award process A of the Provider Selection Regime.

These contracts are awarded to an existing group of providers. Although we would not restrict the number of providers who deliver these LCS services provided they meet the contract and specification criteria, the primary reason that these services can only be delivered by this group of providers (GP) is because they are required to hold a contract via the GP Framework and deliver the LCS alongside these services; the LCS is designed to enhance the GP Framework contract and not stand alone, therefore, interdependency between the two services is paramount.

The provider is paid on an activity basis based on local prices. The contract will be from 01/04/2025 to 31/03/2026
