Summary, notice description and lot information
" This initiative, managed by North of England Commissioning Support (NECS), focuses on health services in the Yorkshire and Humber region, specifically within the female secure estate. The procurement process is aligned with the CPV classification for health services and is expected to serve HMP New Hall and HMP Askham Grange. Interested parties need to submit their response by 12 noon on 9th December 2025.
This RFI exercise aims to gather information and raise awareness ahead of a future tender expected to commence in February 2026, with an anticipated contract start date in September 2026. This tender represents a significant opportunity for businesses specialising in healthcare services, particularly those experienced in delivering primary care, mental health, and substance misuse services. Companies equipped to provide comprehensive health solutions for secure estates could find lucrative prospects through this engagement.
Given the projected needs in Yorkshire and Humber's female secure estate, businesses with expertise in managing health services within custodial facilities will be well-positioned to contribute effectively and expand their operations in the public health sector. The electronic communication method via Atamis further streamlines participation, offering a modern and efficient approach to tendering communication.
North of England Commissioning Support (NECS) are working for and on behalf of NHS England - North East and Yorkshire (Health and Justice Team) (the Relevant Authority), who are conducting a Request for Information (RFI) exercise in relation to Health Care Services for the Yorkshire and Humber Female Secure Estate. This request for information exercise is intended as an awareness raising and information gathering exercise. Services to be considered are: Primary Care Services; Mental Health Services; and Substance Misuse Services, all to be delivered for service users at HMP New Hall and HMP Askham Grange. Proposed Contract Start Date: September 2026. It is important to note that this Request for Information exercise is not a call for competition and as such you will need to express your interest in any future competition opportunity once the contract notice is published on Find a Tender. The deadline for submission of RFI responses is 12 noon on Tuesday 09 December 2025. Additional information: NECS is utilising an electronic tendering tool to manage this exercise and communicate with potential providers. Accordingly, there will be no hard copy documents issued to potential providers and all communications with NECS will be conducted via Atamis: https://health-family.force.com/s/Welcome (https://health-family.force.com/s/Welcome) If you find that you need any advice or technical support on the Atamis portal please contact the helpdesk using the following details: Phone: 0800 0988201 E-mail: support-health@atamis.co.uk Opening times 8am - 6pm
