Summary, notice description and lot information
The procurement process concerning the provision of Floating Housing Support Services was conducted by Perth & Kinross Council, a regional authority in the United Kingdom. The tender aimed to appoint two service providers for delivering housing support services in Perth and Kinross, classified under the 'Social work services' industry category. With an open procurement method, the process has now reached the award stage, with the contract set to begin on 11th December 2025.
The total estimated value of the contract is GBP 6,315,465, covering a duration of three years with a possible extension of up to 24 months. The services include flexible and relationship-based support models, operating throughout various housing tenures, including evenings and weekends to meet the needs of vulnerable individuals. This tender presents substantial business growth opportunities for organisations experienced in the social services sector, particularly those capable of providing high-quality, flexible support models.
Businesses that meet the technical criteria set by the Care Inspectorate, possessing a 'Very Good' or 'Excellent' grade in care quality, would find this an opportune tender. With both local and electronic submission options, the participation process is accessible, encouraging bids from SMEs and fostering a competitive environment. Furthermore, the nature of the services and potential for contract growth, with increased funding, offer robust opportunities for businesses aiming to expand their service offerings within the public sector in Scotland.
Perth & Kinross Council were seeking 2 service providers to deliver a housing support service for adults who are resident in Perth and Kinross and eligible for this service under the agreed criteria. Following a review and a re-design, this new service will combine 2 of our existing services and continue to build on the success of the current Floating Housing Support and Intensive Housing Support services. Providers will be expected to deliver a high-quality comprehensive service that flexibly meets the housing support needs of vulnerable people and is inclusive of people living in any type of housing tenure. The support model will be first and foremost a model of support that is relationship based 'portable', and crucially, 'person-led, not system-led': flexing to deliver what people want or need and not what processes demand. Additional information: Contract duration 3 years plus an option to extend for up to 24 months. Contract value - this may increase by GBP100,000 to GBP250,000 over the duration of the contract subject to additional funding.
