Strategic Needs Assessment to Inform an All Age Commissioning Strategy - East Renfrewshire Council is inviting suppliers to express interest in the following possible procurement activity. The Councils Health & Social Care Partnership (HSCP) will review all expressions of interest and will invite only those that they consider best meet the requirement. This PIN is stage 1 to gather interest and stage 2 will be the issue of a Quick Quote via Public Contracts Scotland. The HSCP require a suitably qualified consultant or agency to deliver a strategic needs assessment and comprehensive high level analysis of key demographic, planning, socioeconomic and health data which will support in the delivery of our strategic vision priorities and measures. The output will be a publishable strategic need assessment, strategic housing needs assessment, market position statement and a full needs assessment for the HSCP. It will be set around the following priorities set out in combined delivery plan and strategic plan - Keeping Our Promise - Supporting children, young people, and families to thrive, belong, and contribute to our community. - Living, Ageing and Dying Well - Enabling vulnerable adults and unpaid carers to live independently, safely, and well. - Healthy Communities - Promoting prevention, early help, and wellbeing so people can live in good health for longer. - Valuing Our Workforce - Ensuring our workforce is supported, engaged, and empowered to deliver high-quality care and continuously improve. - Public Protection and Justice - Delivering on our statutory responsibilities to safeguard children and adults from harm through our formal collaborative partnerships The Strategic Needs Assessment will draw upon - Data sources (local, national, comparative) - Engagement with stakeholders (service users, carers, workforce, providers, East Renfrewshire's Citizens' panel) - Analytical frameworks (SWOT, benchmarking, trend analysis) Stage 2 Quick Quote will require bidders to produce a Market Position Statement to inform and accompany an all age commissioning strategy based on the strategic needs assessment and strategic housing needs assessment covering the following priorities - Keeping Our Promise - Supporting children, young people, and families to thrive, belong, and contribute to our community. - Living, Ageing and Dying Well - Enabling vulnerable adults and unpaid carers to live independently, safely, and well. - Public Protection and Justice - Delivering on our statutory responsibilities to safeguard children and adults from harm through our formal collaborative partnerships It is expected that by offering this opportunity in an open market, that cost savings will be made under the estimated value.
