Summary, notice description and lot information
The London Borough of Hammersmith and Fulham has completed a procurement process concerning a supervised toothbrushing programme, which falls under the industry category of dental-practice services. This initiative aims to improve oral health in early childhood settings across the most deprived areas of the borough, aligning with the Health Care Services (Provider Selection Regime) Regulations 2023. The programme, funded by the Department of Health and Social Care (DHSC) as of March 2025, is set to commence in September 2025, potentially extending beyond its initial year, contingent on further funding.
The limited procurement method used implies a direct award without a prior call for competition, highlighting the process's unique positioning outside the usual public procurement regulations. This contract award presents substantial opportunities for business growth, particularly for organisations specialising in healthcare services that can offer community-based dental care programmes. Businesses suited to this tender include those with expertise in oral health promotion, large-scale project management in community settings, and experience in working with young children, especially those in disadvantaged regions.
The contract has been awarded to Central London Community Healthcare NHS Trust, providing a benchmark for other interested parties on the quality and scale expected in such programmes. By focusing on addressing health inequalities, this tender opens avenues for businesses committed to contributing positively to public health objectives.
Hammersmith & Fulham Council's Public Health team are commissioning CLCH's Oral Health Promotion Team for the delivery of various projects to increase supervised toothbrushing in the borough. This is a new programme which is being commissioned to align-with, but sit separately from, local authority-commissioned supervised toothbrushing programme which exist already. The funding is from DHSC (March 2025). The programme will expand the reach of supervised toothbrushing programme within the borough and drive improvements in oral health. The aim of this integrated programme in the long term is to contribute to improvements in oral health of young children across the borough , and a reduction in oral health inequalities, through delivery and coordination of a supervised toothbrushing programme in early years settings in the most deprived areas of the borough (Index of Multiple Deprivation (IMD) 1 and 2). The programme is initially commissioned for 1 year, from September 2025 with continuation of the programme subject to further funding from DHSC.
