Summary, notice description and lot information
Herefordshire Council initiated a public procurement process for the "Tender for Stop Smoking Services In Herefordshire" under the competitive procedure regulated by the Health Care Services (Provider Selection Regime) Regulations 2023. The procurement, focused on health services, took place in Hereford, UK, aiming to appoint service providers for pharmacotherapy and behavioural support related to smoking cessation. The contract period was set for two years, with a possible two-year extension.
Initially due by 6th June 2025, the tender submission deadline was extended to 16th June 2025. However, as of 9th July 2025, the council decided to abandon the process, citing non-compliance in received tenders, and thus no contracts were awarded. This tender presented a lucrative opportunity for pharmacies and service providers specialising in health services, particularly those focused on smoking cessation support.
With contracts due to be awarded for multiple lots, including Nicotine Replacement Therapy and Behavioural Stop Smoking Support services, businesses in the health and community services sectors were encouraged to participate. Despite the abandonment of this specific tender, similar initiatives in public health services could offer substantial business growth opportunities, especially for those capable of addressing the criteria focused on quality and social value.
Herefordshire Council is seeking to appoint service providers (pharmacies) for both the Pharmacotherapy and the Stop Smoking Behavioural support services in Herefordshire. The contract duration is 2 years with an option to extend for up to 2 years. The tender is being carried out using the Competitive Process under the Health Care Services (Provider Selection Regime) Regulations 2023. The appointed service providers will work with Herefordshire community Healthy lifestyle stop Smoking Service to enable healthcare professionals to refer and patients to be referred (directly or indirectly and where they consent) to a pharmacy of their choice to start their smoking cessation treatment, including providing medication and support as required. The service is divided into 2 Lots: Lot 1: Provision of Nicotine Replacement Therapy (NRT) pharmacotherapy. Lot 2: Behavioural Stop Smoking Support services. Contracts will be awarded to multiple successful providers. A provider may apply for and be appointed to more than one Lot.
