Summary, notice description and lot information
The NHS Staffordshire and Stoke-on-Trent Integrated Care Board has awarded a contract for the provision of Termination of Pregnancy and Contraceptive Services, classified under CPV code 85121210 for gynaecologic or obstetric services. 01 with an indicative total cost of £5,140,000 over two years, will span from 1st July 2025 to 30th June 2027, with an option to extend until 30th June 2029. The contracting process followed the Health Care Services Provider Selection Regime (PSR) Regulations 2023, employing a 'Direct Award Process B' without prior competition due to regulatory allowances.
The services will be delivered across UK regions UKG23 and UKG24, focusing on offering comprehensive care, including assessment, counselling, and contraceptive advice. The project was overseen by decision-makers from the NHS Staffordshire and Stoke-on-Trent ICB Finance and Planning Committee, with no conflicts of interest reported. This procurement introduces an opportunity for businesses experienced in health care services, particularly those specialising in reproductive health, to expand their portfolio by delivering NHS Termination of Pregnancy Services.
Suitable bidders would include large-scale health service providers like BPAS and MSI Reproductive Choices, who have been newly contracted for this project. These services support comprehensive patient care and offer the potential for providers to enhance their service offerings and capture a segment of the reproductive health market within Staffordshire and Stoke-on-Trent. The direct award method highlights the importance of quality, given that patient choice was a determining criterion, suggesting that firms with a strong reputation in patient satisfaction and innovative service delivery would find competitive advantage.
The aim of the service is to provide a fully comprehensive package of care including assessment, counselling, treatment, follow-up care and contraceptive advice and provision for all women requesting induced abortion. The Service will offer high quality, impartial support and advice to all service users who request an abortion, regardless of age, ethnicity, language, disability, religious or personal circumstances. The services will be delivered in line with current legislation (I.e. Abortion Act). The Provider shall deliver a full package of care addressing and maximising opportunities for contraception, sexual health and mental health needs as well as the actual termination of pregnancy procedure. Contracts awarded to eligible Providers to deliver NHS Termination of Pregnancy Services (TOPS) following the 'Direct Award Process B' as set out in the Health Care Services [Provider Selection Regime (PSR)] Regulations 2023. "Direct Award Process B" means the process set out in regulation 8 for the award of a contract without a competition. There are local prices in place for some of the services delivered. Surgical terminations will be paid at national NHS Payment Scheme prices. The indicative contract term is from 01/07/2025 to 30/06/2027, with an option to extend for two years until 30/06/2029. The contract is for an existing service, however BPAS and MSI are a new provider for SSOT ICB Additional information: The service is not subject to legal right to choose however the ICB has made a decision to offer patients a choice of provider.
