Summary, notice description and lot information
The procurement process, commissioned by The Mayor and Commonalty and Citizens of the City of London, revolves around the Rough Sleeping Outreach Service, classified under the Health and social work services (CPV Code 85000000). This tender, currently at the Award stage, involves a modification to extend the Street Outreach Service contract originally awarded on 1st November 2020, now set to expire on 31st October 2026. The extension is crucial in ensuring the continuity of support for rough sleepers within the City of London.
This limited contract expansion provides a safety net for vulnerable individuals while the service undergoes a redesign to align with new challenges and innovation in the sector. The procurement method followed is a limited award procedure, executed without prior publication of a call for competition, justified under the Public Contracts Regulations 2015, Regulation 72(1)(b). This tender presents substantial business growth opportunities, particularly for entities specialising in health and social work services aimed at homelessness solutions.
The existing contract holder, Thames Reach Charity, exemplifies the type of organisation adept at fulfilling contract requirements. Businesses equipped with expertise in outreach services, resettlement solutions, and support programs for the homeless will find this procurement especially relevant. As the service redesign unfolds, there will likely be significant opportunities for innovative solutions enhancing the overall aim of reducing rough sleeping in the City.
This service contract offers not just continuity but also a potential competitive edge for businesses poised to deliver compassionate and effective outreach services in the urban environment of London.
The contracting authority is not awarding a new contract. This VEAT notice is in respect of a proposed modification to extend the Rough Sleeper Street Outreach Service which was originally awarded on 01/11/2020 and will expire on 31/10/2025 See sections II.2.4 and IV.1.1 for further details The extension period will be for a period of 12 months only terminating on 31/10/2026 This limited contract extension will provide flexibility for the contracting authority and ensure continuity of service provision for homeless individuals until such time as the Service is under a new longer term contract. The Rough Sleeper Street Outreach Service will work to identify and support street homeless individuals within the City of London to engage and prepare for a resettlement pathway. The outreach service makes a critical contribution to the City's aim of ending rough sleeping, through ensuring new rough sleepers are located and responded to with an offer of accommodation, and that no-one is left being homeless without a plan to bring their rough sleeping to an end.
