She had no business partner and no board behind her. She was the director, the registered manager and the nominated individual.

Two interviews in one.

When one person holds both roles, CQC still asks both sets of questions. She had to show day to day leadership and strategic oversight, and switch clearly between them.

3What we did

A complete pack, then one to one coaching.

We built a business plan for her service and the Staffordshire market, a statement of purpose, a full set of policies and a training plan, and guided her through the office evidence. The application went in within two weeks of her DBS coming through. Then Millicent coached her session by session on both roles, safeguarding, governance, complaints, medicines and recruitment.

4The outcome

Passed first time.

She went into the interview prepared, and passed. CQC registered Quality Carezone Services on 12 August 2025, serving Lichfield and the wider Staffordshire area.

Can one person be the registered manager and the nominated individual?

Yes, and it is common in small companies. The nominated individual must be a director, manager or secretary of the company. CQC still looks at each role, so you need to show you understand both.

Can I apply to CQC before my DBS check comes back?

No. CQC says it cannot process an application without the DBS checks, so start them as soon as you can. Quality CareZone’s application went in within two weeks of the founder’s DBS arriving.

What do you need to show when you hold both roles?

In our experience, CQC looks for day to day leadership as registered manager and oversight as nominated individual: how you check your own work, who you turn to for advice, and how you would spot and act on problems.

What did the interview coaching cover?

Both roles, safeguarding, governance, complaints, medicines, quality assurance and recruitment, worked through one to one from her own documents.

Do I need an office to register a home care agency?

CQC needs details of your main office or base, even though care happens in people’s homes. It must be in England and cannot be a PO box on its own.
