Summary, notice description and lot information
The procurement process titled "203_25 Technology Enabled Care Products and Services" was initiated by ESPO, a central purchasing body acting within the Public Contracts Regulations 2015 framework. The scope includes health and social work services, with a focus on technology-enabled care products and services such as telecare and telehealth across various administrative regions in the UK. The procurement, classified under CPV code 85000000, has completed the award stage as of 18th November 2025.
Key dates included the award publication on 18th November 2025 and contracts signed on 16th October 2025, indicating a procurement method of open procedure, involving an eAuction for subsequent call-off contracts. The tender encompasses various lots, with a planned framework contract period from 1st June 2025 to 31st May 2027, renewable for an additional 24 months. This tender presents significant opportunities for businesses, particularly those specialising in health and technology services and products.
It highlights the demand for service providers that can supply and manage technology-enabled care product solutions, spanning telecare and telehealth services. The procurement process is designed to cater to both large corporations and SMEs, allowing a wide array of business sizes to participate by structuring lots to accommodate different services and delivery mechanisms. Businesses involved in telecommunications, medical equipment, and healthcare services are particularly well-suited to maximise growth through participation in this framework, given the breadth of requirements and the potential for long-term engagements with various UK public bodies.
This is a Prior Information Notice where the tender documentation is not yet available. However, interest in this opportunity (Expressions of interest) can still be registered (see below on details of how to complete). ESPO is seeking to renew its Technology Enabled Care Products and Services framework. It is anticipated that the new framework will be awarded during Spring 2025. This procurement is intended to create a list of pre-approved providers of technology enabled care products and services including telecare and telehealth services and equipment, monitoring, response services and consultancy. The framework is intended to meet the needs of a fully outsourced provision as well as the purchase of individual pieces of equipment. Pre-market engagement will inform the nature and format of the solution to be procured (including the lot structure which has yet to be finalised). Prior to retendering, ESPO is seeking to engage with the supplier market to help design the new framework to ensure that it best meets the needs of both suppliers and customers across the public sector. Suppliers responding to this opportunity will be invited to participate in the pre-market engagement which will take place between December and January 2024. The duration of the framework agreement is expected to be for 2 years (24 months), with the option to extend for up to a further 2 years (24 months). The total estimated value stated includes the option period.
