Summary, notice description and lot information
The procurement involves the provision of low complex, high volume cataract surgery services, awarded under the Health Care Services (Provider Selection Regime) Regulations 2023. The buying organisation, NHS Leicester, Leicestershire and Rutland ICB, initiated this tender to meet the needs of patients requiring cataract surgery. Classified under the CPV category 85160000 for optician services, this contract is focused on health services.
Located in regions UKF21 and UKF22, the service will continue until 31 March 2026. The tender was awarded through a limited procurement method, specifically a direct award procedure without a prior call for competition, and the contract was finalised on 1 June 2025. This contract presents considerable business opportunities for large-scale service providers specialising in healthcare, particularly in ophthalmic surgeries.
With high volume, low complexity procedures and an emphasis on patient choice, this tender aligns with businesses possessing robust capabilities to manage routine operations. Companies like Community Health and Eyecare Ltd, Leicestershire Consultant Eye Surgeons, and Optegra UK Ltd, which were awarded the contract, exemplify the type of enterprises well-positioned to benefit. Focused on activity-based services, organisations providing comprehensive pre-operative, surgical, and post-operative care can achieve substantial growth by addressing the high demand for cataract surgery within the specified regions.
The service needs are to ensure provision through Provider choice for Service Users requiring low complex cataract surgery as defined within the GIRFT cataract risk stratification o Level 1 - routine, no risk factors: o Level 2 - Having no more than 2 risk factors: difficult access, deep-set eye, difficulty lying flat, anxious / jumpy patient, poor pupil dilation (no hooks/ring required), tamsulosin (alpha blockers), dense or mature cataract, shallow anterior chamber, vitrectomised eye, high myopia or high hypermetropia, >85yrs, guttate, multiple intravitreal injections. The Provider must follow the commissioned pathway as detailed on the LLR cataract pathway: * in respect of pre-operative and pre-clinic attendance information and consent form provision, * booking service users, * pre-operative assessment, surgery and aftercare. This notice is confirmation of award under the Direct Award B PSR process. This is an existing service for new providers. This is an activity based service and payments will be made dependent on activity. The service will be provided until the 31st of March 2026.
