Summary, notice description and lot information
The procurement process for the "Advocacy and Independent Visiting Service for Children and Young People" was led by Rhondda Cynon Taf CBC in collaboration with Merthyr Tydfil CBC and Bridgend CBC. The project involves the provision of advocacy services to empower children and young people within specified areas such as Rhondda Cynon Taff, Merthyr Tydfil, and Bridgend. Located in the UKL15 and UKL17 regions, the procurement process has now reached the award and contract stages following an open procedure.
The total contract value is £1,229,936, with TROS GYNNAL PLANT, a small to medium-sized enterprise, awarded the contract, officially signed on 24 July 2025. The service contract spans two years, with potential extensions of up to two additional years. This tender offers significant opportunities for businesses within the services industry, particularly those experienced in advocacy and youth support, to engage with local authority projects.
As the procurement followed an open procedure, it allowed for competitive bidding from a broad spectrum of potential suppliers. The tender's preference for electronic submissions and the requirement for compliance with health and social care regulations provide a fair playing ground for SMEs looking to expand their portfolio in public service contracts. Enterprises with a focus on delivering support services compliant with the National Independent Advocacy Standards are particularly well-suited to compete in this domain, unlocking potential growth avenues by engaging with multiple public sector stakeholders across the involved regions.
The service will represent and ensure the voice of the child/young person is heard as part of the care and support planning process and/or when a child wishes to raise representations over a matter relating to their care and support (and when the child explicitly consents to advocacy support). In delivering the service, the provider shall comply with all regulations, standards, legislation, directions, code of practice and any amendments or replacements relevant to the Service. In particular, it will measure its performance against the National Independent Advocacy Standards and Outcomes Framework for Children and Young People in Wales 2015.. The contract will run for a period of 2 years. Following this, the contract may be further extended up to 1 + 1 year.
