Summary of the contracting process

The NHS Coventry and Warwickshire Integrated Care Board (ICB), supported by NHS Arden and Greater East Midlands CSU, is planning a public procurement for the provision of "All Age Mental Health, Learning Disabilities and Autism Individual Packages of Care." This procurement falls under the health services category (CPV: 85100000) and is currently at the planning stage. A market engagement event is scheduled for Monday, 24th March 2025, at 10 am via Microsoft Teams.

Interested providers must register on the Atamis Health Family system and complete a survey by the stated deadline to participate. The contract aims to deliver personalised care services locally, with a potential value of £840 million over ten years, dependent on contract extension. This tender presents significant business growth opportunities for providers with expertise in mental health, learning disabilities, and autism services.

The contract focuses on delivering high-quality, clinically commissioned care that contributes to the well-being and recovery of patients. Businesses specialising in health services, care pathways, and value-driven care processes are well-suited to compete. By participating, providers can establish long-term relationships with the ICB, enhance their service portfolios, and contribute to a critical area of public health.

The engagement provides avenues for stakeholders to shape service specifications and engage directly with commissioners to align offerings with community needs.

***THIS ADVERT IS FOR A MARKET ENGAGEMENT EVENT ONLY***

NHS Arden and Greater East Midlands CSU on behalf of NHS Coventry and Warwickshire ICB are seeking to run a market engagement event for providers who have the relevant experience and skills to provide an All Age Mental Health, Learning Disabilities and Autism (Individual Packages of Care) Service.

The aim of this contract is to ensure individuals who require Section 117 Aftercare or any other Mental Health (MH) and Learning Disability and or Autism (LDA) individually commissioned support packages, experience personalised high-quality care, as close to home as possible, enabling the individual to remain connected to local teams and support networks. The provider will ensure appropriately clinically commissioned pathways are in place to enable people to leave hospital when they are ready and effective care that minimises the risk of deterioration of the condition, crisis, and hospital admission.

The design and delivery of clinical pathways and commissioning of clinical services will be dictated by the needs of patients to access support in the way that makes sense to them. Clinical services commissioned will centre around the patient, enabling the individual to reach the optimum level of recovery, be supported using the least restrictive approach to care, whilst maintaining or improving outcomes, achieving value for money, and reducing spend.

The provider will work with MH and LDA core services and social care and relevant partners to ensure seamless and joined-up care, decision-making and risk management whilst promoting independence. The provider will be responsible for the clinical commissioning, contracting, quality assurance and financial management responsibility and will include all aspects of the clinical assessment, placement, and oversight of the patient cohort within a fixed financial envelope.

The intention of the ICB is to put in place a 5 year contract with the option to extend for up to a maximum of 5 years as a result of any process run under the Health Care Services (Provider Selection Regime) Regulations 2023 following this market engagement event.
