Summary, notice description and lot information
Oxfordshire County Council is in the process of commissioning and procuring an Approved Provider List (APL) for Care and Support Agencies. This public procurement process is focused on the health and social work services industry, with a particular emphasis on bespoke care and support packages for children and young people aged 0-24 years. The procurement, under an open procedure, involves creating a list of Care Quality Commission (CQC) registered agencies capable of meeting the assessed needs of vulnerable children, largely between 12 to 18 years old.
The final award stage was completed and awarded contracts were signed on 4th February 2025, with locations primarily within the UKJ14 region. This tender represents significant business opportunities for care and support agencies, particularly those specialising in bespoke and high-quality care for children and young people with diverse needs. SMEs and larger organisations keen to expand their offerings in the care sector, and willing to meet the stringent criteria set by the Council, stand to benefit greatly from inclusion on the APL.
The procurement can support business growth by providing access to substantial contracts valued at approximately £24,000,000 each, fostering long-term service engagements and reinforcing the service capabilities within the community. The selection process recognises quality markers such as risk management, emotional control and safety, ensuring comprehensive care standards are met.
The Oxfordshire County Council (hereafter referred to as "the Council") is commissioning and procuring an Approved Provider List (APL) for Care Quality Commission (CQC) registered Care and Support Agencies who can provide bespoke care and support packages to meet the assessed needs of children and young people aged between 0-24 years old; predominantly young people aged between 12 - 18 years old. There may also be occasions when we require bespoke care and support packages to meet the needs of siblings. The creation of the Approved Provider List for Care and Support Agencies will ensure that the Council can purchase bespoke care and support packages from Providers confident in the knowledge that they have met all essential criteria contained within the Invitation to Tender (ITT) documents and have been successful with their application for inclusion on the APL
