Summary, notice description and lot information
The procurement process is currently in the planning stage for the reprocurement of healthcare services by the NHS Buckinghamshire, Oxfordshire and Berkshire West (BOB) Integrated Care Board (ICB). The project, titled "Market Engagement for APMS Wycombe Practices to Buckinghamshire Oxfordshire and Berkshire West ICB," aims to award contracts for general-practitioner services in High Wycombe. Key milestones include the completion of a market engagement questionnaire by 8th December 2025 and a projected contract start date of 1st September 2026, following a mobilisation period starting in June 2026.
The services fall under the "General-practitioner services" industry category, aligning with the Health Care Services (Provider Selection Regime) Regulations 2023, and are planned for locations in High Wycombe, within the region UKJ1. This tender opportunity represents a significant potential for business growth in the healthcare sector, particularly for providers capable of offering sustainable, large-scale service delivery. The requirement to merge the two mainstream APMS practices within the first 18 months and accommodate a projected population growth of up to 2,500 may particularly suit well-established healthcare organisations with experience in APMS contracts and scaling operations.
Moreover, added considerations such as the inclusion of a Special Allocations Service provision may appeal to providers with a history of delivering integrated and specialised healthcare services. Interested businesses should register on the 'Health Family' e-procurement system to engage in this process.
Buckinghamshire Oxfordshire and Berkshire West Integrated Care Board (BOB ICB) is planning to reprocure the following services for a new contract start in September 2026: * APMS contract for two-site GP practice in High Wycombe with current list of 11,949 patients * APMS contract for single-site GP practice in High Wycombe with current list of 6,254 patients * Special Allocations Service (SAS) provision for Buckinghamshire (sub-ICB area) - currently 15-25 patients Following previous market engagement in December 2024, BOB ICB's preference is to procure the two mainstream APMS practices from a single provider, with the intention to merge in the first 18 months of the contract. The ICB's priorities include securing long-term sustainability and working at scale. The proposed contract length is at least 8 years (plus 4 years, plus 3) subject to NHS England approval before procurement . Population growth in the expanded area to be covered by the contract has an indicative growth of 1,000 to 2,500 in the proposed fifteen-year contract period. The APMS baseline price will be the GMS price. The 2025/26 GMS price is PS117.48 per weighted patient (weighted list size being 10,309 for Cressex and is 5,840 for Chiltern as at 01/04/25) once out of hours deduction is applied (adjustments for 2025-26 pay award awaited). The ICB is also considering including a provision of Special Allocation Service (SAS) in Buckinghamshire, to the Cressex Health Centre APMS contract. Interested providers are required to complete the market engagement questionnaire by 5pm on the 08th December 2025. It is the ICB's intention to have a contract/service start date of 1st September 2026, with a mobilisation period of approx. 3 months (i.e. 1st June 2026 - 31st August 2026). Interested providers will be able to view this opportunity via the live opportunities list on the 'Health Family' e-procurement system, Atamis. Please note that NHS Frimley Integrated Care Board (ICB) and Buckinghamshire, Oxfordshire & Berkshire West (BOB) ICB are currently working together in a formal "clustering" arrangement to prepare for their merger into a single, new organisation: the NHS Thames Valley ICB, effective 1st April 2026. This exercise is being carried out by NHS South, Central and West Commissioning Support Unit (SCW) on behalf of the Commissioner.
