Summary, notice description and lot information
The City & County of Swansea has completed a procurement for a Framework Agreement focused on providing temporary and long-term supported accommodation along with temporary managed accommodation and Housing First arrangements. This process is classified under public services with CPV codes including 85300000 and involves services aimed at homelessness support. The procurement, categorised under the industry of general public services, utilised an open procedure and has now reached the award stage.
Located in Abertawe, UKL18, this framework was awarded as of 30th July 2025, with contracts signed on 30th June 2025. The agreement encompasses three lots addressing different types of accommodation support: Temporary and Longer Term Supported Accommodation, Managed Accommodation, and Permanent Accommodation (Housing First). Business opportunities arise from the multiple lots available, which cater to varied needs within supported accommodation services, offering chances for service providers skilled in homelessness support, social services, and housing management.
Large organisations such as Platfform, Stori, and COLLENS HEALTHCARE LTD along with several others have secured roles as suppliers for this framework, indicating the competitive landscape. Businesses that specialise in health and social care services, particularly those with abilities to manage complex support needs associated with mental health or substance misuse, would be well-suited to engage and benefit from this contract, fostering potential growth in service provision capacities and community impact.
In Temporary Supported Accommodation Service Users will be expected to be prepared to transition to a less intensively supported form of accommodation or independent accommodation with or without ongoing support. In Longer Term Supported Accommodation Service Users will be supported to maximise their independence and/or receive help to develop and maintain the skills to live as independently as possible. There is no expectation for move on if support needs are on-going however individuals may need support to move on to more appropriate accommodation in line with their support needs. Due to the range and complexity of needs a specialism related to a specific support need maybe requested for individual schemes i.e substance misuse, mental health.. This opportunity is now closed
Managed Supported Accommodation is the provision of short to medium-term self - contained furnished accommodation based within the community. Engagement with support is linked to the provision of accommodation. When exiting the Service, Service Users will either: (i) move from the accommodation into suitable alternative accommodation, or (ii) continue to live within the property on a permanent basis and the Service Provider will be required to source alternative accommodation for future Service Users.. This opportunity is now closed
Housing First is an approach to supporting people with high level, multiple and complex needs designed to deliver a sustainable exit from homelessness by helping individuals access an independent tenancy as quickly as possible and providing the support they need for as long as they need it to sustain their accommodation. Service Users will often have histories of entrenched difficulties with interrelated health and support needs which significantly impact their life and ability to function in society. Alternative supported accommodation options and other service offers are often incapable of supporting individuals with these overlapping needs. Additionally, many service users accessing Housing First may have previously experienced disruption and instability as a result of the break-down of other accommodation and support arrangements.. This opportunity is now closed
