Summary, notice description and lot information
Westminster City Council, acting as the buying organisation, has commenced an intention to award notice for the Change4Life Service, a part of the broader community health services programme aimed at preventing childhood obesity. This procurement falls under the Health Care Services (Provider Selection Regime) Regulations 2023, with the Procurement Act 2023 not applicable. The procurement stage is at the award phase, with Family Action UK as the proposed provider.
The contract, valued at £2,100,000, is set to last four years from 1st July 2025 to 30th June 2029, covering the London region under the CPV classification of Community Health Services. Interested parties must submit any representations by 18th June 2025. This tender offers significant opportunities for growth, particularly for businesses specialised in the delivery of community health and wellness services.
Companies that excel in quality, innovation, integration, and social value creation, and have experience in health inequality reduction, may find this contract advantageous. Suitable businesses would ideally already have an established presence in public health sectors, with capabilities to manage large-scale community outreach projects and deliver sustainable health outcomes within the community.
The Change4Life service forms the central part of a broader programme of work, to prevent childhood obesity, support children who are overweight and promote positive health outcomes amongst children, young people and families. There are four key areas of the service: Change4Life clubs - a universal, fun and interactive offer for children young people and their families focussing healthy eating, physical activity, sleep and oral health; Change4Life targeted coaching service offered to children who are over a healthy weight; training and capacity building including training, a health promotion outreach service and the Change4Life award programme and ward-based, themed neighbourhood projects delivered in partnership with Public Health. This is a Provider Selection Regime (PSR) Intention to Award Notice. Westminster City Council intend to award this contract to an existing provider following Direct Award Process C. The lifetime contract value is PS1,200,000. The contract shall be for a term of four years, starting on 1st July 2025 until 30th June 2029.
