Summary, notice description and lot information
Hertfordshire County Council has awarded a contract for the provision of Mental Health Support Teams (MHSTs). This contract falls under the health services category and is aimed at offering place-based mental health and emotional wellbeing support in schools and colleges. The contract was awarded following the completion of an 8 working day standstill period on 20th February 2025.
It will commence on 1st April 2025, running for three years with an option to extend for an additional 12 months. The estimated lifetime value of the contract is approximately £6,687,500. The previous provider, Mind in West Essex, will continue under this new contract, which was awarded through the Provider Selection Regime (PSR) without the application of the Public Contracts Regulations 2015.
This tender presents significant opportunities for businesses specialising in mental health services, particularly those experienced in working with educational institutions. Companies providing workshops, assemblies, and targeted 1-1 or group mental health support would find this contract particularly suited to their services. Additionally, businesses will benefit from the financial stability of a multi-year contract with potential for extension, thereby supporting long-term business growth and development.
The Council is intending to award this contract to our existing provider following Direct Award Process C under the Provider Selection regime (PSR.) The contract will commence on 1st April 2025 for three years with the option to extend for a further 12 months. The contract value stated in II.1.7 is an estimated value based on 2024/25 annual contract value. We are yet to know the financial allocation for 2025/26 (from NHS E) but it will be at least PS1,671,875 per annum as that was the contract value in 2024/25. There will be an increase applied as staff members have qualified and salaries increase. The contract value stated in II.1.7 is an estimated total contract value for the maximum contract term of 3 years plus an optional 12 months extension
